"I will not tolerate your arrogance" Tayebwa Sends Zaake to rules & disciplinary Committee of parliament.

 


Mityana municipality MP & Member of National unity platform, Hon. Francis Zaake has again been sent to the rules and disciplinary committee of Parliament for displinary action.

This happens  after he failed to respect orders of the deputy speaker Thomas Tayebwa during the plenary sitting today 28th November 2022. 

Hon. Zaake had risen on the floor seeking a resolution of the House pertaining to the abduction of a former presidential candidate, Joseph Kabuleta, and Sheikh Ramadhan Mwanja, the Deputy Amir of Jamatil Dawatil Salafiya Tablique Community on Monday.

No sooner had zaake started exchanging with the deputy speaker than he was silenced by deputy speaker Timothy Tayebwa.

"I believe you know the rules procedures in this house Hon. zaake ? It is better we discourse this issue in my office before smuggling it on the floor of parliament" - Tayebwa

Unfortunately angry Zaake couldn't turn down which almost caused friction between him and deputy speaker. This prompted Hon Tayebwa to suspended the house for about 25 minutes as he held a meeting with the opposition leadership, led by Opposition Whip John Baptist Nambeshe.’


Upon resumption of the session, Speaker Tayebwa condemned Mp Zaake’s actions which he said might affect him badly.


“Honourable members, no one can blackmail this house; I will not allow anybody to hijack the microphone in order to influence my decision, Hon Zaake has not even been here for the last 10 sittings and he didn’t have my permission, yet I didn’t say anything. 

I want to caution him that this house has rules and they must be followed. If you want to do drama, go do it in your constituency but not on this floor.” Tayebwa said.


As such, the speaker referred Zaake to the House’s Rules Committee, Discipline and Privileges which is led by Hon. Abdu Katuntu, for further disciplinary action.


This is not the first time that Zaake will be facing the Rules committee this year.


In Feb, the committee voted to sack him from the Parliamentary Commission, the top governing body of parliament, after he made ugly remarks about then Deputy Speaker of Parliament Hon. Anita Amongn, who also sent the Mityana mp to the disciplinary committee.

On the 16 feb 2022 Hon. Zaake was sent to disciplinary committee by Anitah among, who was by then the deputy speaker over his radical twitting.



Deputy Speaker Anita Among accuses the Mityana Municipality MP of attacking her in a tweet where Mr Zaake accuses her  of mishandling his torture ordeal during a previous sitting in the House.

The Deputy Speaker of Parliament, Ms Anita Among, sent Opposition Parliamentary Commissioner Francis Zaake (Mityana Municipality) to the Committee on Rules, Privileges and Discipline in the House over his alleged abusive tweets, targeting her as an individual and as a presiding officer. 


The Bukedea Woman MP referred the matter to disciplinary committee on the 16th of Feb 2022.

“By law, I am permitted to defend myself on any charge levied against me. Our Constitution dictates a fair hearing for every citizen before a decision is taken as we continue with other processes,” she said, adding: “I will, therefore, guide the complainant that this matter is going to be referred to the [Committee on] Rules, Privileges and Discipline under Rule 175 of Rules of Procedure.”
