Mityana municipality MP & Member of National unity platform, Hon. Francis Zaake has again been sent to the rules and disciplinary committee of Parliament for displinary action.
This happens after he failed to respect orders of the deputy speaker Thomas Tayebwa during the plenary sitting today 28th November 2022.
Hon. Zaake had risen on the floor seeking a resolution of the House pertaining to the abduction of a former presidential candidate, Joseph Kabuleta, and Sheikh Ramadhan Mwanja, the Deputy Amir of Jamatil Dawatil Salafiya Tablique Community on Monday.
No sooner had zaake started exchanging with the deputy speaker than he was silenced by deputy speaker Timothy Tayebwa.
"I believe you know the rules procedures in this house Hon. zaake ? It is better we discourse this issue in my office before smuggling it on the floor of parliament" - Tayebwa
Unfortunately angry Zaake couldn't turn down which almost caused friction between him and deputy speaker. This prompted Hon Tayebwa to suspended the house for about 25 minutes as he held a meeting with the opposition leadership, led by Opposition Whip John Baptist Nambeshe.’
Upon resumption of the session, Speaker Tayebwa condemned Mp Zaake’s actions which he said might affect him badly.
“Honourable members, no one can blackmail this house; I will not allow anybody to hijack the microphone in order to influence my decision, Hon Zaake has not even been here for the last 10 sittings and he didn’t have my permission, yet I didn’t say anything.
I want to caution him that this house has rules and they must be followed. If you want to do drama, go do it in your constituency but not on this floor.” Tayebwa said.
As such, the speaker referred Zaake to the House’s Rules Committee, Discipline and Privileges which is led by Hon. Abdu Katuntu, for further disciplinary action.
This is not the first time that Zaake will be facing the Rules committee this year.
In Feb, the committee voted to sack him from the Parliamentary Commission, the top governing body of parliament, after he made ugly remarks about then Deputy Speaker of Parliament Hon. Anita Amongn, who also sent the Mityana mp to the disciplinary committee.
