Minister Babalanda Instructs RDCs to Back up ONC office, Bazzukulu Teams for Massive Mobilization


The minister for Presidency Milly Babalanda has instructed all Resident District/ City Commissioners and their deputies to support the activities of the office of the Office of the NRM national Chairman –Kyambogo that are implemented in their respective districts and cities.

Minister Babalanda in a circular released today to the RDCs categorically explained that the office of the NRM National Chairman , Kyambogo is the political office of NRM national chairman responsible for managing political mobilization and classified assignments of the national chairman.

“You are aware that we are serving under the NRM government and our appointing authority also doubles as the National chairman of the NRM. We therefore need to support the activities of this office that are implemented in your districts” Mrs Babalanda wrote.

She added that “These include mobilization of the masses to participate in developmental programs aimed at boosting their incomes, reminding the people of the four core principles of the NRM and assessing implementation of the NRM manifesto.”

“You are therefore required to provide necessary support and back up to the National Chairman’s Office and the Bazzukulu teams undertaking mobilization activities in the field” Babalanda directed the RDCs.

The minister further instructed the RDCs who are also chairpersons of the security committees in their respective districts and cities to introduce ONC teams to members of the security committees for purposes of coordination to avoid “impersonation by subversive elements”.

The RDCs are also requested to contact the Head of the NRM Chairman’s office and senior presidential advisor – political affairs who also doubles as the Personal Assistant ONC Hajjat Hadijja Namyalo Uzeiye and ONC mouthpiece Kitata Almalik Ibrahim on 041-4671957 and 0775549199 respectively.

         Ending HIV/AIDS 2030, Lazy Ugandans

Minister Babalanda also instructed the RDCs to implement the presidential directives including the one he made in Rukungiri during World AIDS day where he directed all the RDCs to amplify the HIV/AIDS message on TVs and radio shows in line with presidential initiatives to end HIV/AIDS as public threat by the year 2030.

Furthermore, he asked the RDCs to act on the president’s concern about lazy Ugandans who are not participating in producing wealth but instead opt to idle away in trading centers.

The RDCs have been directed to amplify the President’s message of December 20th and 23rd 2022 in order change the mindsets of and drawing young people to participate in government poverty eradication programmes such as PDM, Emyooga and youth livelihood program.
