National Building Review Board Partners with Nita Uganda , Ministry for Works and Transport to Launch the Building Management System.

 


The national building review launched a digitalized system to monitor and ensure standards of buildings across the nation on Friday 2nd December 2022, at Speke Resort hotel Munyonyo in kampala.

The body was established in order to supplement the 2013 building control act so as to harmonize, consolidate , amend the law relating to erection of  buildings, promote and ensure planned decent and safe building structures developed in harmony with the environment.

Eng. Flavia Gutto Bwire, the Executive Secretary National Building Review Board while delivering her speech, appreciated Nita Uganda for the support rendered to the body through helping to develop the digitalized building management system at a zero cost.


"This achievement signifies one of the key milestones in the four years of existence of the National Building Review Board, a body that draws it's mandate from the building control act of 2013 section 9 and a corporate under the Ministry of Works and Transport since inception " said  Gutto 

She however included that the system has benefits such as the revenue collection whereby there is a real time monitoring tool for building control related revenues per Local Authority, it also ease Identification of developers.

The system has been integrated with  National Identification Regulatory Authority( NIRA), Uganda Registration Service Burial (URSB) and Uganda Revenue Authority (URA) for verification of NIN and TIN numbers respectively which helps the government to know the different developers, there is  data generation for example the system generates reports showing ongoing constructions in the country, the number of permits issued per local authority, city, and revenue generated in the respective local authority, Gutto described.

The system is therefore integrated with National Land Information system (NLIS) under the Ministry of Lands for land ownership verification, URA for building control fees payments and verification of TIN numbers, URSB for company registration verification, NIRA for NIN verification,Architects Registration Board, Surveyors Registration Board, and Engineers Registration Board and the SMS gateway with NITA-U for client notification.


We hope, the body NBRB, since it's functional, shall be able to provide the oversight supervision, Gen. Katumba Wamala, the Chief guest and the Minister for Works and Transport said.


Katumba added that in terms of revenue, the system has generated over 1bn ugx in the last four months, however, there has not been an entity to which persons dissatisfied with decisions of local authorities could appeal therefore there has been a negative effect on the cost of some building developments in the country but with this development of the building monitoring system all that shall addressed. 

In greater Kampala and metropolitan area, in the news cities, municipalities and town councils  the sector growth is very visible none the less there  is need to develop the access roads in other new emerging and developing area, currently modern slums emerge for example Muyenga is now a rich man's slum due to poor planning, next is Najeera and Kira, he said.


Government has invested heavily in the sector inline with NDP3, which seeks to promote sustainable urbanisation, housing and digital programs.
