"parliament is a barking Dog, M7 will maintain Namuganza as Minister- Journalist Musamali Arnold

 


Parliament  played its part yesterday and majority voted for yes to Namuganza censure motion.


But according to rules of procedure, after Voting process, the speaker is required to write to president Yoweri kaguta Museveni to either appoint a new Minister or maintain her even though Censured.

The MPs accuse the minister of undermining the operations of Parliament using social media and other channels after the Naguru –Nakawa Land Adhoc Committee report implicated her in illegal land allocation to an investor.

Though according to journalist Musamali Arnold, the Censure process by parliament won't yield anything even if they were able to raise more than 330 Votes from Members of parliament. 

Musamali says Minister Namuganza looks to be  bigger than parliament.

"She is not the first person to be censured by parliament neither but as long as the Executive doesn't approve her censure process, then parliament will be regarded as a  backing dog by the public.

Musamali further says that President Museveni still needs to have Namuganza as minister hence giving it a benefit of doubt if he will allow the Executive  approve the censure motion.
