Rotarian Stephen Mwanje on the spotlight in the Tondeka-NSSF Saga.

 


How it started......

Recently, we published a story titled:-   IGG petitioned over Tondeka bus project, where NSSF chairperson, Mr Peter Kimbowa is accused of diverting savers funds to personal businesses.


Our investigative journalist Name withheld has completed her investigations on who exactly convinced Mr kimbowa to divert  billions of shillings of #NSSF savers funds to fund Tondeka Bus Company.


On the a spotlight in her investigations, a name Stephen Mwanje a rotarian reflects on several times.


But who is Stephen Mwanje?

a former banker and lecturer, turned financial consultant and businessman.


He served the Bank for 15 years and opted for early retirement to go into personal business. He was also board member, PostBank 1999 to 2003 and later Board Chairman up to 2008. He is a Rotarian from the Rotary Club of Mukono and was District Governor, 2010-11 for Rotary District 9200 which covered five countries of Ethiopia, Eritrea, Kenya, Tanzania and Uganda.

After being appointed the  Tondeka Board chairman Steven Mwanje looked for good friends who were able to fund by then the bankrupt company which had failed to kick start.

This is how he links up with former board chairman, who was now serving as NSSF chairman, Mr Peter Kimbowa.


During a dinner launch for Tondeka bus last year in Bugolobi. 

Mr kimbowa said Tondeka was soon starting in Uganda but it has a future to be an African mass transport model. He said their company was working with KIRA motors as their bus manufacturer and other players such as Scinth and Rentco, though he never revealed the source of Funds.


Our investigations indicate that the mult-Billion Tondeka bus Co. Cant reveal its source of fundings. 


What NSSF Says about the investigative story

"The Fund disregards any stories circulating concerning the alleged misuse of savers' money in regard to the Tondeka buses. We continue to preserve members’ savings through prudent investments in line with our investment policy" - NSSF

15 concerned members of NSSF, also wish the investigation to widen to include the activities of the chairperson of the board of directors Mr. Peter kimbowa for the following reasons :- 



1. Mr kimbowa is a funding executive chairman, Tondeka metro company, 


2. In that capacity as funding executive chairman, Mr Kimbowa had been promising Uganda to put 900 buses on the streets of kampala and the great kampala metropolitan area for last 10 years, (refer to one publication attached)




3. In september 2021 Mr Kimbowa was appointed chairman of the board of directors at NSS


4. In mid 202, Tondeka Company finally put over 10 buses on the streets of kampala. 


What a coincidence that  no sooner had Mr kimbowa been appointed chairman board of directors at NSSF than Tondeka was able to put buses on kampala streets, something that had evaded them for a long time.


Could Mr. Kimbowa have used workers money for his personal business? And no sooner had the Tondeka buses appeared on our streets than allegations of corruption and abuse  of office were raised at NSSF. I pray that your good office investigate Peter Kimbowa, the chairman NSSF for possible corruption activities at NSSF.

In a telephone interview with the exclusive interview in  Monitor last week, the NSSF board chairperson, Dr Peter Kimbowa, confirmed that they have already recommended to the government’s relevant investigative bodies, the IGG’s office inclusive, to commence investigations.


The National Social Security Fund (NSSF) Board has recommended that the Inspectorate of Government office takes over investigations into alleged abuse of office, corruption and mismanagement of NSSF funds by outgoing executive director Richard Byarugaba.


The NSSF board chairperson, Dr Peter Kimbowa, confirmed that they have already recommended to the government’s relevant investigative bodies, the IGG’s office inclusive, to commence investigations.


“We have already recommended to the relevant established government investigative organs to carry out investigations and they will report back to us…. IGG is investigator number one,” he said.
