The grainy footage went viral online and sparked off calls for the driver to be arrested in the wake of increased accidents, especially involving buses.
Faridah Nampiima, the Traffic and Safety Directorate spokesperson, on Wenesday hailed the passenger of the YY Coaches bus that captured the video.
She said the driver, identified as Phillip Tenywa, was arrested and urged travellers not to keep silent in case of any road indiscipline.
Last week another driver was caught on camera having a meal of millet bread and chicken stew while behind the wheel of a filled bus.
On Monday this week, an accident happened in Nakasongola district involving a bus of Valley Bus Company Limited.
Police said the bus was headed for Kampala from Gulu and the driver reportedly lost control of the vehicle, leading to the accident.
Sixteen passengers suffered serious injuries, with no death recorded.
Another similar accident happened in Kamdini, Oyam district last Friday. A Kampala-bound bus belonging to Roblyn Coaches Limited rammed into a stationary trailer, killing 12 people on the spot.
