Mps turn heads down as Namuganza shows up in parliament after her Censure, seats in VIP section for ministers.

 

The  state minister for lands, housing and urban development, Hon.  Persis Princess Namuganza surprised fellow members of parliament yesterday, when she made her first appearance after she was censured by fellow Mps last month.

Namuganza who looked very happy walked in parliament in the afternoon of 2nd feb 2023 and went straight ministers seats.

Many Members of parliament were seen murmuring as others turned heads down while she made her way in. 

According to our reporters on ground at parliament, several Mps are not happy seeing Namuganza still seating in VIP yet they censured her almost 2 weeks now.

Parliament of Uganda  last month sat voted out Minister of State for Lands, Persis Namuganza pursuant to Rule 109 of the rules of procedure. 

The house was chaired by Deputy Speaker Thomas Tayebwa.

The ad hoc committee in their report, recommended that Namuganza steps aside for falsifying a presidential directive that saw the Uganda Land Commission allocate the said land to a section of investors.

It was alleged that Namuganza also took to social media and television questioning the operations, powers and integrity of the presiding officers of Parliament to form adhoc committees.

The Committee on Rules was then tasked to investigate the allegations and observed that the statements made by Namuganza on social media imputed improper motives on Parliament.

Namuganza defended herself by arguing that parliament did not have the right to censure her in relation to her involvement in the Naguru-Nakawa land allocations.

Namuganza repeatedly declined to apologise on the floor of parliament arguing that a witch hunt is in progress. She also claimed that her differences with the Speaker of Parliament Anita Annet Among have clouded the judgment of the house at her instigation.

Namuganza declined to appear before a committee constituted by parliament at the direction of deputy speaker Thomas Tayebwa to probe her condition and the merits of the censure motion.

The select committee chaired by Mbarara City South legislator, Mwine Mpaka (NRM) has today presented a report to Parliament to pass a motion for a resolution of Parliament to pass a vote of censure against Hon. Persis Namuganza on grounds of Abuse of office or wilful violation of Oath of allegiance or oath of office and misconduct or misbehaviour

Pursuant to Article 118 of the Republic of Uganda, Parliament may, by resolution supported by more than of all members of Parliament, pass a vote of censure against a Minister.

At least 200 legislators signed in support of a censure motion against Namuganza in December 2022.
