KCCA ED Kisaka leads MPs on COSASE Committee to inspect KCCA Infrastructure construction progress.



The Executive Director of Kampala City council Authority (KCCA), Dorothy Kisaka, together with other KCCA officials have today, 17th March 2023, led the Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) on a tour of Kampala Capital City Infrastructures. 


The committee which started its work of auditing KCCA administration with interfaces with the senior management team, took their inquiry  to the field for confirmation on the ongoing Kcca construction programs. 


COSASE team led by Chairman Hon. Joel Senyonyi, included Hon.Okupa, Hon. Bwindi, Hon.Itungu, Hon. Nekesa and others were not deterred by the chilly morning. 


On visiting Kisenyi land where the street vendors have settled, the team was received with loud cheers praising the city administrators fir getting them a trading space. 

Hon. Senyonyi informed the vendors that they are focused on ensuring that there is value for money and that there is a clean title of the land with no claimants. He assured them that they will not be evicted from the land.


The Parliamentary team proceeded to visited the Rubigi drainage channel which is the major catchment for the storm water from the hills of Kampala. 


The Rubigi drainage channel construction was commissioned in August 2020 by the Head of state with a target of completion in eighteen months. 


Engineer Semugoma informed the members of Parliament that the contractor has laid a 1.7M foundation concrete reinforced.



"This drainage is wide enough to hold all the waters that come from areas of Naguru, Kalerwe,kamwokya,Ntinda and some parts of Bwaise."- Said Engeneer Semugoma.


Semugoma further told the committee that residents on the Kawala side of the channel have put up resistance to the construction demanding double compensation. 



According to Eng. Semugoma,  there is now a dispute being mediated by the world bank and the work cant be done until the dispute is resolved. 


while addressing the media, KCCA ED, Dorothy Kisaka said there will be ongoing dredging to enable the storm water to quickly drain away. She said her main limitation is budget. She requested for more funds for Government in order to fit the budget.


The Parliamentary team also visited Mulago hill which gives a clear view of the Bahai temple and the Entebbe express highway.

While at Mulago hills, Engineer Nyende told the committee that it was Mulago Hospital management whorequested KCCA to fix the road to avoid dust which is a big distraction of the new expected medical equipment worth millions of dollars.



"KCCA has constructed a road from the cancer institute on top of the hill and all the way down the hill, a distance of 1.7km and the goal was to ensure that the equipment installed at the cancer institute shouldn't be affected by dust which would render them unusable." said Engineer Nyende.
