"KCCA has no mandate to suspend council meetings" - ED Kisaka clarifies.

On thursday 9th March councilors turned violent against the contractors whom the Speaker invited by letter, into the assembly of the councilors. 

During the meeting at city hall, Councilors presided over by the speaker Zahara Luyirika behaved like street rioters, as lord mayor Salongo Eriasi Lukwago watched in silence. The councilors descended upon the Chinese men and almost pulverized them. 

Same councillors distorted to  employing their voices, ridiculing abusing, shouting in the full glare of cameras.

This led to Security reinforcement to protect the technical team and the Chinese contractors.

In an exclusive interview with us, the Kampala city council authority, (KCCA) Executive Director (ED) has clarified that KCCA has no mandate of suspending council meetings. 

"It's not the Executive Director's mandate to suspend the council meetings. The council is called by the speaker, not the executive director. It is not in the powers of the technical side at all. The political side is governed by the Lord Mayor with the Central Executive Committee of four people and the Speaker"- Said ED Kisaka.

Kisaka further said the technical team will not be subjected to such vulgarity and will not continue to tolerate the demeaning behavior meted out to KCCA employees. 

"KCCA management has no problems at all with council meetings to exercise their legislative role. However, there are budgetary constraints. The councilors take a sitting allowance for every meeting and refreshments. There fore the meetings have to be limited within the allocated budget. Adequate planning of the council meetings is needed to fit within the budget" - ED kisaka. 

Are the Council meetings suspended? 

Kisaka says KCCA management can not suspend meetings of the council. It's not the Executive Director's mandate to suspend the council. She says the council  and  is called by the Hon.Speaker, not the Executive Director. It's not in the powers of the technical side at all. The political side is governed by the Lord Mayor Hon.Eriasi Lukwago together with the Central Executive Committee of four people and the Hon Speaker.

KCCA management supports the council in exercisingits  legislative role. However, there are budgetary constraints. The councilors sake a sitting allowance for every meeting and refreshments. Therefore, the meetings have to be limited within the allocated budget. Adequate planning of the council meetings is needed to fit within the budget.
