Ministry of Finance organized the training for Journalists under their umbrella body the Uganda Parliamentary Press Association UPPA mainly to enable them understand why Govt is migrating from sector based budgeting to Program based planning and budgeting.
This will enable them have accurate and knowledgeable reporting about this new system of planning and budgeting that govt will start implementing fully starting next financial year 2023/2024.
While giving his closing remarks, the PSST, Ramathan Ggoobi (chief Guest) applauded members of the Uganda Parliamentary Press Association for engaging Government to understand & appreciate the programme based planning & budgeting & other issues of the economy.
"Your contribution through accurate reporting on the economy is instrumental in supporting Government development agenda, through dissemination of information during the preparation,approval,execution & oversight of budget," said PSST adding that they should embrace program paradigm in reporting.
Ggoobi also said programme based planning & budgeting was aimed at addressing challenges of silo approach to doing business in Government,Escapist planning (Government planning for what it can't pay for) & Enclave budgeting (protecting budgets by walling-off).
Ggoobiiwas made the above statements while closing this UPPA training on programme approach to planning by Ministry of finance Uganda.The training was asked by UPPA President Samuel Ibanda Mugabi to have the Journalists he leads at Parliament understand the program because it would be risky if journalist report on a government program they don't understand.
Ibanda believes after the training journalists will be able to disseminate rightful information to the public.
