A total of Shs25b was spent to buy goats for Karamoja but most households each got fewer than 16 goats promised amid reports some of them, costing up to Shs800,000, arrived sick and began falling dead.

Thousands continue to flee Karamoja as famine and insecurity have convulsed the sub-region at the tip of north-eastern Uganda Despite the abundance of minerals in the bowels of its earth, Karamoja remains afflicted by the paradox of plenty. 

The region today is a place of disease, pestilence and death.
