Education commissioner Kuloba Sam on the Spotlight Over corruption & Ssolicitation of Mmoney for Jobs.



In contempt with the allegations ongoing in the Ministry of Education and Sports, the Education Commissioner Mr. KULOBA SAM is on spotlight  over corruption scandals and allegedly Solicitation of money from Headteachers, Deputy Headteachers and Teachers before profiling or giving them Jobs.

 

It is alleged that, Mr. Sam Kuloba, the  commissioner for Secondary Education has been adamantly using his office and position as the commissioner to strain many headteachers, Deputy Headteachers and Teachers who have been under him in asking for big bribes of Money, which has left many in a distracted status.

 

It's alleged that he has been currently soliciting five (5) million Ugandan shillings from substantive Deputy Headteachers promising to appoint them as full Headteachers on replacement basis but it has been in vain for some of them. 


However, those who have been appointed to caretake as Headteachers from substantive Deputy Headteachers have been forced to always pay Ten (10) million to Mr. KULOBA SAM as a bribe token to maintain their positions as substantive Headteachers, failure to pay, they have been threatened to be demoted or removed from the positions.

 

 Teachers’ country wide who have promised to apply for jobs have complained of giving in their money but they have not successfully appointed or given jobs and their money has been eaten. 

 

 Speaking to our source that appreciated anonymity, it said all the Secondary Head Teachers in the country have raised complaints about Mr. Kuloba  and filled a petition over the termly bribes he demands.




Its is alleged that Headteachers who have been appointed to traditional schools have been paying eighty (80) million as the bribe to be installed on the schools.

    


He is also on spotlight for using the leadership of The Association Secondary School Headteachers of Uganda (ASSU) like brother  Mugabo of St. Henry High school Kittovu to profile him to secure another contract before the first lady Mama Janet Kataaha Museveni which contradicts with the constitution of Uganda.  


It is also alleged that, Headteachers have been forced to make subscriptions money per-term otherwise they are threatened to be transferred to small schools or demoted, which has left many in panic in line of their works.

 

It's believed Mr. Kuloba has been only favouring some of his tribe mates who have been giving him bribes of Money to maintain the relationship which has left many of the professionals jobless. 



In a letter dated 20th/July/2023, Concerned individuals wrote to the Rt. Hon. Speaker of Parliament of Uganda for a quick response on the letter of "Open and Consistent Corruption and irregularity Deployment of Staff by Commissioner Secondary Education Ministry of Education and Sports" which the Rt. Hon. Speaker received and stamped as Mr. Kuloba awaits for the COSASE & IGG to investigate on him.


Speaking to Mr Kuloba on phone, he claimed that a group of mafias was fighting him and all the above information was malic his Name he had worked for years.

 

"I am out of the country, Someone who doctored those malicious allegations rung me and said he wanted money or else he would publish the malice, I told him I have no money. this is the outcome, the truth will come out because all those allegations are not true"- Mr Kuloba responded.
