The Leader of Opposition Rt. Hon. Mathias Mpuuga Nsamba on the 19th of October 2023 while on the floor of parliament challenged Prime Minister Rt. Hon. Robinah Nabbanja to account for a missing Kibalama Bosco & other National Unity Platform members who were allegedly abducted in 2019.
When reporting on behalf of the government at the height of the debate on abductions, the Premiere Nabbanja on record confirmed to journalists that the missing NUP member, John Bosco Kibalama was in custody of security agencies. His crime, according to Nabbanja was that he (Kibalama) had murdered some police officers in Kiboga, hence his detention.
The LOP challenged Nabbanja to at least grant access to relatives of Mr. Kibalama or present him before the courts for trial if he has a case to answer.
"The blood of Kibalama is on your hands Prime Minister, if you are hiding him on your farm then produce him. If you burnt him in acid then give the remainder to his family for burial"-Mpuga.
With this statement, the prime minister immediately highjacked the microphone and responded:- "Rt. Hon. speaker is it for the leader of the opposition to accuse me of having Kibalaba, I am not an arresting officer, I am not a security personnel, therefore I don't know the whereabouts of Kibalama"

According to family members, Kibalama has been missing since June 2019, which triggers fear among them with many believing he could be dead.
Mpuuga before Members of parliament further highlighted the issue of the unending abduction of NUP and other opposition supporters.
"We also demanded that PM Nabbanja shows us the facility where they’ve been detaining John Bosco Kibalama & Others since 2019"- Mpuga.
