Mbarara, Uganda – December 12, 2024: The Uganda Police Force has detained four of its officers following widespread outrage over a viral video showing a woman being dragged through mud during an arrest.
The incident, which has sparked national condemnation, is being investigated for violating the police force’s professional standards.
In a press release issued today, the Police Headquarters stated:
“The Uganda Police Force condemns the method of arrest depicted in a video making rounds on social media platforms in which police officers, one in uniform and others in civilian attire, are seen dragging a female through mud to a car in a purported arrest. The mode of arrest contradicts our professional standards.”
The officers identified in the incident are ASP Andrew Betunga (in uniform), Detective Constable Darious Aharizira, Detective Constable Hope Nsasirwe, and Detective Constable Loyce Kiboneka.
According to the police statement, “All the four have since been arrested and are currently detained in Mbarara.”
It’s alleged the female victim had resisted attempts to forcefully evict her from her land after turning down financial offers from several people.
Reacting to the incident, State Minister of Gender, Balaam Barugahara, expressed outrage, calling the actions a betrayal of the country’s leadership values:
“This is betrayal of our Mzee’s (President Museveni) legacy by officers. Outraged by the horrific treatment of a grandmother by some of our officers,” said Balaam.
”These actions are unacceptable and deserve severe consequences. I urge our Security leaders to take decisive action against these unprofessional and indisciplined officers. Impunity and disrespect have no place in our country.”
The video, filmed in Lubiri cell, Mbarara City, has reignited calls for police reform and accountability.
Human rights activists have pointed to the incident as emblematic of a broader pattern of excessive force and misconduct within the police force.
While the swift detention of the officers signals an effort to uphold professionalism, many are demanding a thorough investigation and stronger measures to prevent similar incidents.
