1. Police Involvement and Forgery Charges

Fact: Jemimah Alice Nantongo was arrested for forgery and is under investigation for embezzlement and mismanagement of funds.

Forged Documents

Evidence: Attached is an affidavit detailing her forged documents attempting to make herself the beneficial owner of the NGO.

Investigation: Police inspected the facility to document stolen equipment, borehole funds, and files.

Bank Statements: Evidence shows withdrawals of funds sent to the foundation without proper accounting.

Commitment: The foundation is committed to ethical operations and restoration of all borehole committee funds.

2. No Merger with Ugandan Water Project (UWP)

Fact: There is no merger between J4:14 and UWP.

Collaboration: While there have been discussions about collaborating on fundraising, UWP is not involved in court issues or day-to-day operations.

Focus: J4:14 remains independent and focused on serving Ugandan communities.

3. Borehole Committee Savings and Fees

Fact: Borehole committees agreed to save funds for future maintenance and repairs as part of a sustainability plan developed with J4:14.

Recommended Savings Increase: Committees were advised to gradually increase savings rates to 4,500 UGX per month, based on industry standards and practices recommended by other NGOs.

Reasoning:

1. Many committees were not saving as agreed, leaving them unable to pay for repairs and maintenance.

2. J4:14 was subsidizing labor, transportation, and fuel, creating an unsustainable model.

Goal: True sustainability means local ownership of maintenance costs, reducing reliance on outside funding.

Commitment: J4:14 paid for initial well restorations and continues to audit committee finances to ensure accountability.

Embezzlement Issue: Savings meant for repairs were stolen under Jemimah’s leadership, leaving many communities without the funds they had entrusted.

4. Boreholes and Ownership

Fact: Most boreholes are government-owned, and J4:14 operates under Memorandums of Understanding (MOUs) with government officials, including Members of Parliament, to rehabilitate and maintain them.

Partnerships: Repairs are conducted in collaboration with local authorities and communities.

Legal Operations: J4:14 operates legally as a registered NGO and follows all regulatory frameworks.

5. NGO Status and Compliance

Fact: J4:14 is a registered International NGO in Uganda and a 501(c)(3) nonprofit organization in Texas, USA.

Audits: A 3rd party investigative audit is underway to address financial records following theft and data loss.

Transparency: Audit findings will be shared with police, government agencies, and stakeholders.

No Personal Profits: 100% of funds go toward community programs. Neither I nor any board members have ever taken compensation from the foundation.

6. NSSF Contributions

Fact: J4:14 was registered as an NGO in 2021 and has paid NSSF contributions for employees every month since registration.

False Claims: Allegations of 1 billion UGX owed to NSSF are unsubstantiated.

Fabricated Issues: Jemimah raised false claims with NSSF to cover up embezzlement and derail merger talks.

Audit and Resolution: A full audit is in progress to verify compliance.

7. Contracts and Employee Termination

Fact: Employee contracts ran through December 2024. However, Jemimah embezzled funds meant for December salaries.

Illegal Extensions: Jemimah illegally extended contracts until 2026 for employees who supported her, while excluding others. These actions were taken after her suspension and are invalid.

Termination Process: Jemimah’s termination followed proper protocols, including delivery of a suspension letter through her legal counsel.

New Management Appointments:

Joseph Galandi (Operations Manager) and Ann Yariwo (General Manager) have been appointed to restore order and accountability.

8. Police and Legal Processes

Fact: Police involvement was based on legal filings, evidence, and investigations into forgery, theft, and mismanagement.

Bribery Allegations: There are suspicions that Jemimah bribed city officials to interfere with investigations. Several individuals with no connection to the case became suddenly involved in her defense.

Commitment to Justice: J4:14 will continue working with police, attorneys, and auditors to ensure justice and accountability.
