Samuel Abwang, a former District Police Commander (DPC) in Koboko, made a surprising decision last year that caught the attention of many in Uganda’s security circles. His career in law enforcement took an unexpected turn, leading to his departure from Uganda and a new life in Canada.

Before his disappearance, Abwang’s lifestyle raised some questions. Unlike his colleagues, who lived in standard police accommodation, he chose to stay in a hotel in Koboko. This was unusual for someone in his position.


Those who knew him described Samuel as someone living beyond the means of a typical DPC. He also frequently visited Kampala, where he often paid for social events. It was unclear how he could afford this on a salary of about UGX 800,000, which would not typically cover such expenses.

Abwang’s sudden disappearance raised concern. It was later revealed that he had been held at Makindye Military Barracks, although no formal charges were brought against him. Abwang then managed to leave military custody and eventually went to Canada.

There was a report about a disturbing incident involving Abwang, who allegedly attempted to sodomize a male after they shared a room following an event at the Grand Imperial Hotel in Kampala.

Canada has been a place where many Ugandans seek safety and freedom, especially those who face challenges for engaging in homosexuality. It is possible that Abwang left Uganda to live in a way that he felt was more true to himself.

However, today a report from Red Pepper confirmed the allegations with a post on its X account: “Former Ugandan Senior Police Officer, SP Samuel Ebwang, becomes a woman in Australia.”
