Yesterday the 5th of Feb 2025, during the 4th Joint Coordination Committee meeting of the UJ-Connect project, Dr. Amina Zzawedde, the Permanent Secretary at the Ministry of ICT and National Guidance, officially signed the Uganda ICT Intellectual Property (IP) Guidelines.
These guidelines will protect Ugandan innovators’ intellectual property, ensuring they receive proper recognition and rewards. By promoting commercialization and wider adoption of locally developed ICT solutions, they aim to drive economic growth, create jobs, and improve livelihoods.
Additionally, they will help the government maximize the benefits of its ICT investments, boosting sector competitiveness and unlocking Uganda’s full innovation potential.
“I encourage all stakeholders, including innovators, entrepreneurs, government officials, and researchers, to familiarize themselves with these guidelines and seize the opportunities they offer.”- Dr Zzawedde.

Ministry of ICT and National Guidance, in partnership with the Japan International Cooperation Agency (JICA), held the 4th Joint Coordination Committee meeting for UJ-Connect Project , bringing together key stakeholders from the ministry of Sports and Education, Uganda Communication Commission (UCC), PSF Uganda, and ICT startups involved in the project.
The meeting focused on assessing and reviewing the project’s progress.
The Uganda Japan Connect (UJ Connect) project aims to integrate Uganda's ICT sector with Japan's through four key outputs:
Enabling environment, ICT human resource competitiveness, business matching, and technology-driven entrepreneurship.
Significant achievements include the development of ICT intellectual property guidelines, a business matching platform, and a digital skills strategy aligned with the ministry of Education and Sports.
