The Speaker of Parliament of Uganda, Rt. Hon. Anita Among has this evening confirmed the swearing in of the recently Kawempe North elected member of parliament, Nalukoola.
Among confirmed the Nalukoola’s swearing ceremony via her official X platform.

Elias Luyimbazi Nalukoola won the Kawempe MP by-election
Yesterday, the Electoral Commission finally gazetted the results of the Kawempe North Member of Parliament by-election after maximum pressure from the opposition National Unity Platform (NUP), some opposition Members of Parliament and members of the general public.
The NUP candidate Elias Luyimbazi Nalukoola was announced by the Electoral Commission as the winner of the Kawempe North MP by-election on March 13, 2025, when the vote was held.
However, since then, the Commission had not published the election results in the gazette to facilitate Nalukoola taking the oath of office as Member of Parliament.
The matter was raised on the floor of Parliament last week, and the Speaker of the House, Anitah Among, responded that she was yet to receive a notification from the Electoral Commission to administer the oath.
On Monday, Nalukoola, flanked by the NUP Secretary General David Lewis Rubongoya, party lawyer George Musisi, and other officials, visited the Electoral Commission to establish why the Commission has not gazetted the results of the Kawempe North MP by-election.
In response, the Commission informed them that it has already submitted the results to the Uganda Printing and Publishing Corporation (UPPC) to be published in the Uganda Gazette.
Hours later, UPPC published the results in the gazette.
“The notice has been published in The Uganda Gazette, Vol. CXVIII No. 24, dated 24th March 2025. The same can be accessed on the UPPC service portal: http://portal.uppc.go.ug,” UPPC announced.
The gazette notice signed by the Electoral Commission chairman, Justice Simon Byabakama, reads, “Notice is hereby given by the Electoral Commission that the results for the parliamentary by-election for the directly elected member of parliament, Kawempe Division North, Kampala Capital City, in the schedule to this notice are hereby published in accordance with Section 78 (I) of the Parliamentary Elections Act Cap. 177.”
Sections 58 and 59 of the Parliamentary Elections Act stipulate the timeframe within which the Electoral Commission has to Gazette results of any election or by-election.
Section 58 stipulates that the Returning Officer must submit a report to the Commission within seven days after an election concludes. Following this, the Commission is required to publish and gazette the election or by-election results within 48 hours.
Nalukoola defeated 10 candidates to win the Kawempe North by-election with 17,764 votes. His closest rival, the NRM’s Faridah Nambi, garnered 8,593 votes.
However, in the gazette, the notice published by the Electoral Commission shows that Nalukoola’s votes have increased by 175 ballots.
